Foothill Transit Forward

Foothill Transit Forward is a deep look at our bus system. We worked with transit experts and customers like you to find ways to improve our maps and schedules. The goal is bus service that is more convenient and useful. We want to share our suggested improvements with you!

Join us at one of our online or in-person workshops to learn about the suggested changes, ask questions, and share your feedback. We want you to have a say on the bus service in your neighborhood.

Here are our proposed changes. You can click on each map to see a larger version.

Proposed Changes Coverage All trips would begin or end at Cal Poly Pomona, which would increase the number of trips between Eastland Center and Cal Poly Pomona. No changes to Hours of Service. Weekday midday frequency in the eastbound direction would be improved from every 40 minutes to every 30 minutes. The westbound direction would continue to operate every 30 minutes as it does today.

 

Proposed Changes Coverage All trips would begin or end at Cal Poly Pomona, which will increase the number of trips between Valley Boulevard and Cal Poly Pomona. No changes to Hours of Service. Weekday midday frequency would be improved from every 40 minutes to every 20 minutes. Sunday frequencies would be “balanced” to every 30 minutes in both directions, which would improve overall connectivity considering current service is 20 minutes in one direction and 40 minutes in the other direction.
Proposed Changes Coverage Due to low ridership, the western end of Line 195 would be shortened to Cal Poly Pomona. Line 482 would continue to serve the Corporate Center Drive vicinity. In conjunction with a proposed reroute of Line 291 to serve the Pomona Ranch Walmart, Line 195 would be changed to serve S Garey Avenue, E County Road, and S Towne Avenue. This change would provide coverage for almost all stops currently served by Line 291. No changes to Hours of Service or frequency.
Proposed Changes: Route: We recommend extending Line 272 to Mountain Vista Plaza, a better all-day destination. Hours of Service: No changes. Frequency: No changes.
Proposed Changes Coverage Line 274’s northern end would change from the Baldwin Park Metrolink Station to Plaza West Covina. Plaza West Covina is a stronger activity center than Baldwin Park and has greater ridership potential. Also, there are more Foothill Transit lines at Plaza West Covina, including the Silver Streak, that would allow for more connections and better access to Rio Hondo College. Baldwin Park would continue to have service with Line 178. No changes to Hours of Service or Frequency.
Proposed Changes to Coverage: Southbound Line 281 makes a 5 minute deviation to the Covina Transit Center. Ridership is very low there. Southbound Line 281 could stop near the center at Citrus Ave/Covina Blvd by a traffic signal. Northbound Line 281 could also be adjusted to save 2 minutes of travel time. It could stop on Citrus Ave 100 yards from the transit center platform. Many customers will benefit from better reliability and faster travel times. No changes to Hours of Service or frequency.
Proposed Changes: Line 282 duplicates Line 194 on Valley Blvd, Line 281 on 7th Ave and Gale Ave, and Lines 185 and 285 on Hacienda Blvd. The only unique part is on Haliburton Rd, and it has low ridership. If we cancel Line 282, we can use its funding to improve Line 194. Riders who use Halliburton Rd/Stimson Ave would need to walk 5 minutes to Line 185 or 285 on Hacienda Blvd. Riders who use Halliburton Rd/Ember Glen Rd would need to walk 5 minutes to Line 185 on Colima Rd.
Proposed Changes: Route: We found that more people coming from Brea are heading to Cal Poly Pomona or Mt. SAC than to downtown Pomona. That's why we recommend ending Line 286 at the new Mt. SAC Transit Center opening soon, and having it serve Cal Poly Pomona on the way there. Riders could transfer to service between CPP and the Pomona Transit Center. Riders who use Mission/Allegro would need to walk 5 minutes to Temple/Diamond Bar for Lines 195, 286, or 482. Hours of Service and Frequency: No changes.
Proposed Changes: Route: Line 291’s southern end doesn't have high ridership.  To better connect Pomona residents to jobs and shopping opportunities, we recommend having Line 291 end at Rancho Camino Dr off of Rio Rancho Rd with access to WinCo, Walmart, and Target. We also recommend changing Line 195 so it can serve all existing Line 291 stops on Garey Ave and County Rd. Line 291 riders at Towne and Market would need to walk about 5 minutes to County and Towne. Hours of Service and Frequency: No changes.
Proposed Changes: Most Line 292 riders go between Pomona Transit Center and Arrow Hwy.  Service ends by 5 PM. We recommend changing Line 292 to provide a direct connection between Pomona and Claremont and to run until 7 PM. We recommend removing service north of Arrow Hwy for low ridership. Riders on Foothill Blvd would have service with our recommended changes to Line 188 and our recommended Line 487. Riders on Towne would need to walk 5 minutes to Foothill, Bonita, or Arrow. Frequency: No changes.
Proposed Changes: Line 482 serves Industry Park & Ride on only some trips, resulting in unevenly timed arrivals at Puente Hills Mall and the Pomona Transit Center, which complicates transfers. Few riders use the Park & Ride stop, but it adds almost 10 minutes of travel. We recommend eliminating it.  We also recommend removing service to Corporate Center Dr due to low ridership. Access would be possible with a short walk from Campus Dr. Hours of Service: No changes. Weekday frequencies would be more uniform.
Proposed Changes: Route: Line 486 is one of Foothill Transit’s busiest lines. We recommend extending it to Pomona Transit Center along Holt Ave to increase access for Pomona residents. Hours of Service: No changes. Frequency: No changes.
We recommend combining low ridership Line 197 with Line 289 to create the new Line 487. Line 487 would add new higher ridership destinations like Cal Poly Pomona. Changes would replace low-ridership segments on Fairplex Dr with service to the Fairplex via White Ave. Service would include the planned LaVerne Gold Line station, providing a link between the Gold Line and the Fairplex.  The line would then serve commercial areas including Aldi and Target along Foothill Blvd, ending in Claremont and Montclair.
Proposed Changes: Route: The Industry City Hall Park & Ride has low ridership, so we suggest removing that stop. Line 498 service would continue to run between Plaza West Covina and downtown Los Angeles. Customers who use the Industry City Hall Park & Ride can access express services at Puente Hills Mall (Line 493) and Plaza West Covina (Line 498). Hours of Service: No changes. Frequency: No changes.
Line 499 suggestion

We recommend cancelling Line 499. Customers could take Line 699 at the Fairplex Park & Ride or Line 490 at the Covina Transit Center. 

Line 851 is a school-oriented route, connecting Royal Oak Intermediate School, Charter Oak High School, Arrow High School, and Glendora High School. Two morning trips in each direction and three afternoon trips are provided. Line 851 serves an average of just over 2 passengers per trip throughout the day. The maximum ridership 4 passengers at a time. Due to low ridership, we recommend deleting Line 851. Most schools would still have Foothill Transit service.
Proposed Changes: Route: Lines 853 and 854 both provide service to Diamond Ranch High School with overlapping routes. To improve efficiency, we recommend combining Lines 853 and 854 into one line that serves almost all existing stops. The combined line would use Avenida Rancheros, Diamond Bar Blvd, Sunset Crossing Rd, and Golden Springs Dr to cover the highest ridership stops on both lines. Hours of Service: No changes. Frequency: No changes.
Proposed Changes: Route: duartEbus could be more direct, faster, and carry more riders. 2 loops with varying directions are confusing for new customers. We suggest joining Lines 860 and 861 into a single line with 2-way service connecting big destinations like Encanto Park, the L Line, City of Hope, Walmart, and Target. Our suggested extension of Line 272 would cover parts of Buena Vista St and Royal Oaks Dr. Customers north of Royal Oaks Dr would need to walk further. Service Hours and Frequency: No change
