Senior Finance Analyst
Foothill Transit, the primary fixed-route transit provider in eastern Los Angeles County, California. Our mission statement is to help people get to the places that make their lives better. We are an award-winning bus system with a fleet of over 350 vehicles and ridership exceeding nine million annually.
This position reports to the Controller and is responsible for senior-level administrative, financial and revenue data analysis, and revenue collection system technical support. In addition, this individual will perform a variety of duties supporting all of Foothill Transit’s activities.
Responsibilities include, but are not limited to the following:
- Provide administrative and technical support in one or more of the following areas, as assigned: financial and revenue data analytics, fare collection system, special programs policy development, contract monitoring, and departmental duties
- Provide support for the operation and collections of the agency’s various fare collections systems, including multifaceted revenue collection programs that require interdepartmental coordination and communication with internal groups
- Provide support to contractors/vendors as required for fare collection, smart card (TAP), and farebox procurement, and third-party hosting for credit card transactions at transit stores
- Coordinate and trouble-shoot farebox and revenue collection system resolutions with the regional fare partners, system contractors, and Transit Operations Contractors
- Support third party integrations to the fare revenue collection ecosystem
- Support fare collection system software updates and fare table revisions
- Assist in fare revenue refund request reviews, investigation, and approvals
- Calculate and reconcile the annual EZ Pass program average cash fare and serves as the main point of contact for the auditors
- Compile, analyze, and report financial and operating data to the National Transit Database (NTD) and for the regional Transit Performance Measures (TPM) report
- Translate and interpret data impacting key performance indicators and communicates the results;
- Support Transit Store point-of-sale system reporting and investigate discrepancies
- Reconcile daily fare revenue deposits and investigate discrepancies beyond reasonable limits
- Analyze and create policies, procedures, and internal controls for the revenue-to-actual deposit variance process
- Analyze regional fare monthly fare settlement and prepare appropriate accounting journal entries to record revenue from regional sales
- Represent Foothill Transit on regional transit committees, including the regional coordination of fare collection systems and mobile ticketing solutions
- Assist in compiling operating and financial statistics for the Annual Comprehensive Financial Report (AFCR) and review computations and calculations of sections in the report
- Assist in pass partnership programs in providing ad-hoc reporting and forecasting
- Perform and formulate financial, administrative, policy, and organizational analyses and recommendations
- Conduct forecasting analyses and studies, research and prepares reports, requiring compilation and analysis of data
- Develop program management, data tracking and other software applications
- Develop and implement records maintenance and analysis systems
- Utilize data visualization tools to create compelling insights to aid decision making
- Other duties as assigned
MINIMUM QUALIFICATIONS:
Skills Required:
- Knowledge of theories, principles and practices of financial data analytics, revenue management, and administrative technical analysis
- Strong attention to detail
- Ability to exercise judgment and creativity in decision-making, and analytical ability to tackle complex problems
- Ability to compile and analyze data working with data analytical/visualization tools to gain insight on large datasets
- Proficiency in business and statistical software applications and Structured Query Language (SQL) and other database tools are desired
- Knowledge of general office equipment and Microsoft Office, with advanced knowledge of Excel software
- Knowledge of general financial/accounting functions; i.e., journal entries, accounts payable (A/P), accounts receivable (A/R), cash receipts
- Knowledge of bus/transit revenue equipment, smart card technology and payment industry best practices
- Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, and budgets
- Communicate effectively orally and in writing
- Ability to stand, stoop and work on irregular surfaces, and move freely about unassisted on buses, operations and maintenance facilities and other places as required
- May be required to wear appropriate apparel and safety equipment when applicable
- California driver’s license
Education and/or Experience:
- Bachelor’s degree in Business, Finance, Economics, Public Administration or other related field or equivalent experience
- Master’s degree is desirable
- Three years of experience performing basic or entry-level budgeting and administrative work
- One year experience with bus/transit revenue equipment, smart card technology and/or payment industry systems desirable

Salary Range: Grade 6 | $82,182 - $132,314*
*Foothill Transit reserves the right to make a salary offer at any value within the range; however, most offers will be within the first 50% of the overall range.
