The proposal merges three Commuter Express lines — Lines 490, 493, and 499 — with Lines 495, 498, and 699. There are many reasons for this — a lack of meaningful ridership growth, some redundancy of service, a shift in travel patterns that no longer seems temporary, and business migration away from higher DTLA rents are a few.
